Local Byelaws

Created when there is no general legislation that deals with particular matters of concern to local people, byelaws must be ‘confirmed’ (approved) by a secretary of state for the government before they can come into force. Before applying for approval, councils have to advertise any proposed byelaws in the local press to give members of the public a chance to comment on them.

1906 and sections 12 and 15 of the Open Spaces Act 1906, with respect to

Byelaws made by the Leeds City Council under Section 164 of the Public Health Act 1875, Section 15 of the Open Spaces Act 1906, and Section 12 & 15 of the Open Spaces Act 1906 with respect to the grounds listed in the attached Schedule.
