Plans Panel meetings

Find out about upcoming and previous Plans Panel meetings, how to request to speak at a meeting and what to expect if you attend.

In Leeds, most planning applications are decided under what is known as "delegated powers".  This means that the council has given the authority to planning officers to make decisions on applications. 

Applications that are decided by Plans Panel are usually those for significant developments.

The Plans Panels'  work includes:

  • Planning applications – making decisions, or requiring more information or changes  before a decision is made.
  • Position statements – discussing and considering   updates on the progress of existing large, complex or sensitive applications  – decisions are not made during the meeting
  • Pre-application presentations – discussing and considering   emerging proposals  before a  planning  application is formally submitted

There are three Plans Panels which discuss planning matters for different areas of Leeds. Each is made up of Council Members from all areas and political parties of the city.

North and east Plans Panel

City Plans Panel

The City Plans Panel covers planning application proposals which are:

  • within the city centre
  • proposals for significant and strategic infrastructure provision throughout the Leeds district
  • non-residential developments involving total proposed floor space of 10,000 square metres or more
  • residential developments of 300 or more dwellings which should be considered within a wider strategic context
  • eligible for significant, time limited public funds (including Public Finance Initiative schemes)
  • contrary to
    adopted policy and could have significant strategic implications for other proposals in the city

Agendas and meeting minutes

The agenda for each Plans Panel meeting is published no later than five working days before it takes place. After each meeting, the minutes will be available within five working days.

Speaking at a Plans Panel meeting

Anyone who has made a comment on an application can register their wish to speak at a plans panel meeting.

The panel is open to the public but you will only be able to speak at the meeting if you have been invited to do so.

Speakers are applicants, supporters and objectors who will get a letter or email advising how to register.

We will contact you one week before the meeting to confirm your attendance and that you wish to speak.

If more than one person has requested to speak for either side, we will contact all parties and encourage you to share your ideas with each other and nominate a spokesperson.

Both supporters and objectors to each application will get the opportunity to speak. Once everyone has been heard and each side given the right to reply, the panel members may ask questions before discussing the application until they reach a decision.

Recording of meetings

Plans Panel meetings are audio recorded, other than those items which contain exempt or confidential information.

Third party audio recording and filming of proceedings is also permitted. If you want to record a meeting, please state your intention to a Customer Services Officer as soon as possible.
